Paris: Nebius's confirmed PA10 deployment and the distinction between cloud regions, host buildings and tenant allocations.

In this article

Nebius's first Paris deployment has a confirmed host identity: Equinix PA10 in Saint-Denis. The company's original September 2024 launch announcement names the facility directly. The site therefore does not need to be identified by inference from the wider Paris data-center market.

The remaining uncertainty is narrower. The announcement does not turn PA10's entire electrical capacity into Nebius capacity, and the company's later French service-region references do not identify every physical building behind them. A confirmed first location and an unresolved second-region cross-reference can coexist.

Use the Nebius infrastructure overview for all French and international locations, or the Nebius Data Center Tracker for the site-level evidence.

The original launch establishes PA10

On September 25, 2024, Nebius described its first Paris presence as a colocation deployment at Equinix PA10 in Saint-Denis. It announced H200 GPUs and Nebius-designed servers, with first customer workloads then expected in November. Those equipment and timing statements belong to the original launch, rather than a current inventory of everything installed at the site. Nebius's Paris launch announcement.

That source is sufficient to establish the host identity. It is not sufficient to calculate a current tenant power allocation, count all deployed GPUs or assume that the equipment has remained unchanged since 2024. A launch configuration is a dated description of the first deployment.

Colocation keeps the operating roles distinct

Equinix supplies the host environment. Nebius supplies its computing platform and equipment within that environment. The host's building specifications may be useful when considering power, cooling or connectivity, but the customer's allocation must be established separately.

This prevents a common error in infrastructure comparisons. A tenant can use a facility with a large overall capacity while occupying only part of it. Expansions by the landlord can also serve other customers. Without a disclosed Nebius allocation, a precise campus-wide number would introduce an unsupported assumption into the tenant footprint.

The rooftop heat-reuse feature belongs to this setting

The launch announcement describes server heat being used to warm an urban farm on PA10's roof. It is a concrete example of heat reuse within an urban facility. It should not be expanded into a claim that the entire campus supplies a city-wide district-heating system or that every future Nebius French deployment uses the same arrangement.

The physical design matters because waste heat becomes useful only when it can reach a suitable recipient. The rooftop setting connects computing infrastructure to another activity within the property. The scale and outcome of that arrangement still depend on actual operating conditions.

France now has more than one service-region reference

Nebius's current documentation lists public region eu-west1 and private region eu-west2 in France. A region name locates a service geographically; it does not, by itself, disclose a street address or prove that a particular second campus has been completed. Nebius region documentation.

The private-region entry therefore remains a separate research reference until it can be connected to a physical site through evidence. It should not automatically be assigned to another PA10 building, to a guessed Paris II address, or to the Béthune development. Béthune has its own project disclosure and delivery sequence.

What remains to be established

The first Paris host is confirmed. Further precision would require an updated tenant allocation, current equipment and delivery evidence, and a physical cross-reference for the second French region. Keeping those limits visible gives readers a usable infrastructure picture without treating a service map as a real-estate register.
