Lappeenranta: the planned 310 MW Finnish AI campus, phased delivery and the distinction between design targets and operating capacity.
In this article
Lappeenranta is a new Finnish development in Nebius's infrastructure programme. The company announced an AI factory with an eventual capacity of up to 310 MW and first customer capacity expected in 2027. The scale belongs to the completed development plan; the timing refers to the first capacity. Treating those as one simultaneous opening would overstate what has been disclosed.
The project matters because it extends Nebius's owned Finnish infrastructure beyond its established Mäntsälä base. It still has to turn a development programme into buildings and computing systems that customers can use.

A separate Finnish campus
The March 31 announcement describes a multi-building development on an approximately 100-acre industrial site in Lappeenranta. It names first customer capacity in 2027 and a full buildout of up to 310 MW. Those are the core project facts behind the site study. Nebius's Lappeenranta announcement.
Lappeenranta is not another phase of the original Mäntsälä facility. Nor is it the second Mäntsälä project announced later. Each location has its own construction and delivery sequence. The Mäntsälä study explains the distinction between the established facility and the separately planned second project there.
That separation makes the development pipeline easier to evaluate. Experience at an operating facility may help the company design and deliver another one, but it is not evidence that the second facility's grid connection, buildings or customer installation has been completed.
Cooling is part of the planned infrastructure
Nebius describes closed-loop liquid cooling for Lappeenranta and a design that could integrate heat recovery for the local district-heating network. These are announced design intentions. They should not be described as a measured water-consumption result or an already operating heat-delivery arrangement.
Liquid cooling moves heat from the equipment into a fluid circuit. The complete facility must still move that heat out of the circuit, maintain the system and keep it compatible with the installed hardware. Closed-loop design therefore helps explain the intended architecture; it does not by itself establish performance under every future operating condition.
Heat recovery has another dependency: useful demand outside the data center. A connection to a heating network requires the appropriate infrastructure and an arrangement for receiving the heat. The established Mäntsälä experience is a reference, not a substitute for Lappeenranta's own implementation.
What the 2027 target does and does not establish
The announcement gives a first-capacity target. It does not provide evidence that all 310 MW will be available in that year, identify every customer allocation or report an installed fleet at that scale. A phased campus can deliver initial service while later buildings remain in development.
The useful milestones are consequently specific: electrical readiness, building completion, equipment installation, commissioning and customer acceptance for an identified phase. Each one advances the project without making the remaining phases disappear. Company-wide contracted-power or revenue targets cannot fill gaps in that site-level sequence.
How to follow the project
The strongest future update would connect a named building or phase to an achieved delivery milestone and a clearly defined capacity figure. Until then, the appropriate description remains a planned owned AI factory with first customer capacity targeted for 2027. The opportunity is substantial, but the development envelope and the delivered service remain different measures.
