KEEL Scrubgrass Site Analysis

Scrubgrass is a legacy power asset with a much larger potential development around it. Keel's August presentation describes an eventual campus of up to 1.3 GW, with earliest service in 2028 or later. That is a development opportunity, not a current tenant commitment or operating AI capacity.

The distinction matters more here than at Keel's smaller priority sites. The proposed expansion is many times larger than the existing generating base and requires a separate path through power arrangements, approvals, construction and leasing.

Existing generation is the starting point

Keel reports that Scrubgrass mining ceased on June 29, 2026. Its filing describes approximately 63 MW gross of energized legacy capacity and continued energy sales while the property is evaluated for HPC. The existing asset provides a physical starting point. It does not establish the utility service, reliability design or customer-ready halls needed for a much larger AI campus. Legacy generation and a future tenant's power supply need to be analysed separately.

The larger envelope remains a plan

The Q2 presentation lists 650 acres and a potential 1.3 GW campus. It also discusses an adjacent gas pipeline's potential to support future generation. Older acreage totals in the original study combined ownership and option descriptions from different stages. The current presentation's scope should be retained as stated, rather than added to those older totals. A final parcel schedule would provide a stronger basis for detailed site planning.

The industrial legacy creates work as well as opportunity

An existing energy site can offer infrastructure, access and a history of industrial use. It can also carry environmental obligations and physical constraints. Those obligations do not disappear when the intended end use changes from mining or generation to data-center development.

The earlier article discussed an ash-removal deadline. A deadline is not proof that the work has been completed. This refresh does not claim a completed remediation milestone without its own dated evidence. The same standard applies to a final large-load agreement, environmental permits and construction authorization.

How to judge the next update

Scrubgrass needs a clear progression from development concept to contracted power and tenant-ready infrastructure. A power study, an option or a preliminary design can reduce uncertainty, but each answers a narrower question than a completed project.

The strongest next disclosures would define the power pathway, confirm the relevant land and environmental conditions and identify a commercial counterparty. Until then, the largest campus figure represents potential scale. It should not be added to operating capacity or used directly in a revenue calculation.
